CAA Tutorial


This is a self-paced, web-based tutorial covering information for Certified Application Assistants (CAAs) who help families enroll their children into no-cost Medi-Cal or the Healthy Families Program.

This course provides a review of specific topics and concepts which CAAs commonly encounter. It includes information on topics such as the application process financial responsibility, health, vision and dental plan selection, and the appeals process.

Intended Audience

This course is intended for Certified Application Assistants (CAAs). CAAs may use this tutorial as a refresher course or to review specific information. It is not intended to replace the original CAA training and does not cover all topics included in the full CAA training.

Course Objectives

At the end of this course, participants will be able to do the following:

  • Explain Family Responsibility and apply it to a variety of family structures
  • Explain to applicants the 90-day waiting rule, to whom it applies, and its exceptions
  • List at least three types of documents to be submitted with the mail-in application
  • Explain the review process for the mail-in application
  • Explain to applicants how to choose a health, vision and dental plan
  • Distinguish between denials and disenrollments
  • Outline the appeals process
  • Inform families what they need to do with the Annual Eligibility Review form
  • Identify the population that has a special status with the Healthy Families Program
